I am some what new to w-bodys. If I have a 99 buick GSE with a strut tower brace from the factory. The part number below is still an upgrade, or is it for cars not equipped. And it looks like for the money, it comes with f&r sway bar and hardware as well as the STB?

you have the strut tower bar, but you can always put the one you get on the car since you only have one. you also dont have as big of sway bars or trailing arms as those.

This will still be an upgrade for you, you can always throw the other STB on the back struts.

The GMPP kit is worth it, made for every w-body. I love my swaybars.

The swaybars are something like 6mm bigger in front and 2mm bigger and solid in back over stock.. It will be a pretty noticeable improvement, the STB helps too.
