You have a short in your HID's. Do not go bigger wire or fuse; that is a fire waiting to happen.
Get a fused power supply and plug your HID's in part by part; harness, then a ballast, then the second ballast, then a bulb, then the second bulb. Eventually you will find the "pop" and your problem..

What if I have a power wire from a amp and hooked it up to the fuse box and it had a 50amp fuse on it and I wired that directly to the fogs with a new connector? That way it would still have a fuse

No, they shouldn't. But from what you have told us, they do. New product can still be faulty.
