Cant scan computer???

I just replaced the motor in our 00 gtp. Well I start it and it's running ruff. It has check engine light on so took it in to see what the deal was, and they are telling me there is no power to it. So they are telling me they can't scan it. What the heck is going on??? Please let me know any ideals to check and do to get this thing right. The light will blink if you go to drive it and it feels like it's weak and not powerful like it use to be. Please let me know what I can do to get this thing lined out!!!
 


Check your cig lighter fuse. If it's blown there will be no power to the obd2 port. Sounds like you have a misfire
 
The cig lighter port is working BC I had my phone plugged into it charging. It is ruff starting and idle is kinda ruff too. It ran fine before and I used the scan tool before I replaced the motor and it worked fine. Now they say there ain't no power there to run the scan. I've looked everything over and can't find anything I missed. Vacuum lines and electric connections all appear to be hooked up right. This car is driving me crazy!
 
Check the wires connecting to the PCM. I did have a PCM die on me before in a way that everything worked except the ODB2 Connection. Replacing the PCM resolved the issue. Since yours worked before I would think its possible that you knicked a wire connecting to it or something along those lines. Does the pcm read/write if you take it out of the car?
