Going for cheap factor here would be headers, intake, pulley drop. It will be cheaper than doing a IC setup and with having the flow from the headers it greatly reduces the chance of KR. I'm sure some disagree about always doing headers, but for my own sake, I like to know that I have all the exhaust flow I could ever need.
Rockers don't give you enough for the money, personally its a waste of money to me for a very little power increase in the upper rpm range.
im running cat back exhaust, cold plugs, stat, and a short ram intake.
I don't know if colder plugs are necessary yet. What temp thermostat? I would go with cam over rockers (get a better sound too). headers are a good start. The thing is the three mods you picked compliment each other.

Headers and rockers will be a marginal difference - you might be able to tell by your seat of the pants.
You will make A LOT more power with the IC. You should be able to cross the other two off your list, as neither will make much of a difference.
