There are; however they are usually filled with oil galley plugs.
If you're not pulling the lifters to replace them anyways; I wouldn't bother doing a cam if you're not planning on replacing gaskets/valvetrain parts.

Why wouldn't you pull the lifters for at the very least inspecting them and cleaning them? Not like it's a PITA to do once everything is opened anyways. Are you going to replace the timing chain? What cam? Valve springs are related to lift, have you any plan at all?
If your doing the cam install with the motor out of the car then you can flip the motor over on the an engine stand and install it without removing the lifters.
