    Quick question, do not want to do this twice Replacing the lower intake gasket for my dad. Is this lower still usable or would you replace it too?

    That looks like a coolant port that is blocked.

    isn't one lim port blocked off?

    that port comes sealed off like that, as long as the gasket is around that rotted area it should be ok.

    Gasket is sitting partly on the rotted area.

    maybe time for a another lim then. you dont need any leaks after its done.

    You can buy a used LIM pretty cheap. I'd just snag another one.

    Too cheap to not replace, not worth risking your motor for $100 or less. Ebay has good prices.
