I cant seem to get the fuel filter connection to budge I tried line wrenches, those stripped, I tried vice grips on both sides nothing and I sprayed penetrant all over it and left it for like a half hour. I gave up before I really screwed myself, anyone have any ideas?

Dam vice grips is usually my last solution to get striped nuts off of a line. Or if im trying to get a nut/bult off elsewhere i heat it up with a torch. OBVIOUSLY this is not the solution here.

Did you try the newest vice grips you have. I have ones that are sort of like a C so they curve around the nut and they usually work.

beat on it with a hammer, I didnt try that.... the other idea I had was if I was to cut the steel line like behind the fitting and used a universal fuel filter? would the fuel pump pressure be a problem?

Well if it comes to that, I would use -AN fittings and then put in the inline filter.
