Squirts and every setting work but they wont go down in the off postion. They go down then come back up standing straight up on the windshield. Any help is appreciated.

should actually be related to a tab on the wiper transmission arm. remove the cowl pieces covering the wiper transmisson arms, there should be a tab near the motor, it's likely bent out of place. -- here's a diagram, see item J

Took the car out today and they went back down, Im guessing I had a piece of ice lodged somewhere or something.

there was mention of just such a situaton in a TSB. essentially, water could get down there and freeze, causing the arm to skip over top of the tab.
