Wont reset. What do you do to diagnose? What fuse is tied to the MIL circuit?

Does the Check Engine light illuminate when you turn the key to the ON position with the rest of the instrument panel? If not then it's telling you the light bulb in the cluster is burned out for the CEL. Replace the bulb, clear the codes and see if it comes back.
