Can't you go through the DIC and just reset it? Then it will think 0psi is the correct psi.
doesn't work for me. i bought the 07 DIC because i put an "07" motor in it. and now i cant reset it.
I've never heard of replacing the DIC with the motor, didn't that change your mileage?
The reason rims work with the 04 is because it's a passive system that only calculates the speed of the wheel hub, not the actual tire pressure. The car has no idea what psi each tire is at.
Turn the car on, leave it in park and go through the user programming mode in the DIC. I know I've seen the tire inflation monitoring reset in there right next to the oil life monitoring system reset. Then again I do have a 2004 so it might be different, but I would think for the most part it should be the same.
Also you should've kept your stock DIC because it keeps track of your mileage, so I believe now you've officially violated the law lol (not to mention you wouldn't have the TPMS warnings showing up).
On the 04-05 we only get an overall status like Durk says, ours don't know the actual PSI, only knows changes (and only alerts at a 12PSI change from reset). On the 07-08 it shows all 4 tires at actual PSI in pretty much real-time.
ALSO the DIC shows the mileage, but the PCM will still have the correct mileage stored. He's only breaking the law if he tries to sell or title the car with the wrong mileage listed.
$160 for the four sensors will fix your problem.
So far there isn't a solution to the problem other then to get the sensors.
I'm no expert on this but I will throw in my 2cents. It will have to be sold as a salvage car because the mileage does not equal what it should. The VIN on the car is not the same as the VIN on the engine.
As long as there is full disclosure and no intent to defraud etc. Ohio titles have a little box to check that says "not actual miles"
Also if it's that big of a problem to you, you CAN go to the dealership and have the DIC reprogrammed with the right miles and deactivate the TPMS warning. But I'm guessing that would be expensive.

I'd get a proper 04 DIC that's slightly ahead of what the cars actual mileage is, then swap them so your mileage is back to being correct.
The DIC is just a fancy readout that houses the cars mileage, there's no reason to swap it with the motor.
If you choose to keep the 07 dic in addition to the four wheel sensors you will need a 07 keyless entry reciever as well.
This part changed in 07 because it has to be capable to receieve signals from the pressure sensors, The connectors are different just enough that they wont plug in so you will have to splice a connector or make an adapter harness and make a slight wiring modification so the keyless entry reciever has a direct link to the serial bus of the car.
The keyless entry reciever sends the tire pressure data over the serial bus where the dic picks it up and displays it.
The keyless entry reciever will have to me reprogramed for your new remotes, as well as learning the tire sensors.
Clearly he's already got it installed, and I doubt he needed to do any of that. Also, the DIC receives its data through a Class II data line so everything is serialized, meaning there really aren't that many individual signals going into it. If you need more information to go to the DIC (e.g. TPMS sensors) you just serialize it into the data stream and then update the software on the DIC.
Edit: Somehow I misread a lot of your post lol so most of my garbage can be disregarded. My bad :P

What would happen if the TPMS module were removed?
In theory, The dic would think that there wasn't a TPMS to begin with and may not bother with throwingthe code anymore. You may have to reset the battery by removing the terminals for half an hour or so.
If it still comes up after that, try going to a dealer and explaining that you want them to disable your TPMS completely using a tech 2 and if they are a good dealer, they will do it for no more than a 1 hour rate, still leaving you up $100 from what buying 4 sensors would be.
Considering his car doesn't actually have the TPMS module required for the sensors (because it's an 04 with an 07 DIC -- unless it's built into the DIC, which I doubt) one would think that this IS the case of what would happen if the TPMS module were removed, thus the error telling him to service the tire monitoring system. If it just thought the tires were low it would throw a message saying low tire pressure.
So at the end of the day I vote for recording the mileage at which the engine was swapped and proceeding normally with the old DIC. Easiest way, and should only take 5 minutes.
